Summary

Divine Protectorate is a new form of governance created by New Patria. After New Patria effectively absorbed the South, it was faced with the question of how to hold the border of its suddenly expanded territory. When it took control of the west , the intervening mountain range served as a natural barrier , but this time the situation was different. It was a tall order for the young New Patrian institutions to allocate the military resources necessary for guarding the border with the North and other key strategic points.

Thus, Cain Madhouse,who are the leader of New Patria create devised the "divine protectorate" system, a plan for Incarnates to protect cities and other critical areas . The logic given was that "the will of an Incarnate is well of God . Therefore, it shall grant Incarnates the unfettered right to rule over these lands as they please." Despite the wildly reactionary nature of this proposal, the people of New Patria were beside themselves with the Incarnates' victory and overwhelmingly to its ultimate implementation.

Ostensibly the Incarnates were to protect the new border and govern the territory recently acquired from the North, and the New Patrian people's unquestioning acceptance of this may have contributed to the violent from this rule took in the end. In any case, one could not expect the Incarnates, who were mere foot soldiers unversed in law of politics, to be wise rulers. Even Cain's closest aides do not know the true intentions behind his grand claim that letting the Incarnates do as they please serves the will of God.
